From January 1, 2010, Münster, as well as other cities and municipalities in the Ruhr area, introduced the low-emissions zone on its territory. Thus, only cars with the lowest impact on the concentration of emissions and air pollution are allowed to enter. All cars are obliged to stick a green environmental badge on the windscreen.
Which types of vehicles are affected?
The obligation to own the environmental badge applies to both German and foreign passenger cars (M1); motorhomes (M1); heavy campers (M1); minibuses (M2); buses (M3); small transporters (N1); transporters (N2); trucks (N2); and heavy goods vehicles (N3).

To enter the cities and municipalities in the Ruhr industrial area, both drivers of German and foreign vehicles need to have a green environmental plaque. This obligation is valid in Münster from January 1, 2010.
Entry is only permitted to vehicles which are least involved in air pollution, and which meet the Euro 4 (diesel) or Euro 1 (petrol) emissions classes. Failure to comply with these rules is punished in Germany with a fine of 80 €.
Münster is part of the wider Ruhr low-emissions zone, which includes cities such as Dortmund, Essen and Hagen, as well as important, connecting motorway routes. The Münster zone itself includes the central part of the city.
